From this perspective, the existence of only a small surviving record can be read as evidence of bureaucratic routine rather than suppression. If officials concluded that the matter had no defence significance, the paperwork generated would naturally remain limited. The later fame of the case could not have been predicted in January 1981.
A useful comparison is that archives preserve what governments considered important at the time, not necessarily what later generations find historically significant. Why the Same Absence Looked Suspicious
