The significance of the memo was not merely what it reported but who wrote it. Halt was the deputy base commander, not a junior witness. How Radar and Branch Checks Replaced Interviews

The available records suggest that the MoD approached the case as a question of defence relevance rather than a witness-investigation exercise. Officials sought information that could determine whether an air-defence or security issue existed.

According to Clarke’s research into the released files, Weeden circulated Halt’s report to relevant departments and radar stations. Air-defence radar records were checked, and officials sought comments from branches that might have knowledge of aircraft movements or other activities capable of explaining the reported lights. What is striking is what the files do not show. Rather than interviewing Halt, Jim Penniston, John Burroughs, or other key witnesses, the MoD appears to have relied on the written account and the results of technical checks. Parliamentary discussions years later reinforced this picture. Why Were the Witnesses Not Interviewed?

The most plausible explanation lies in the MoD’s institutional priorities. The department’s UFO policy during this era focused on defence implications rather than the broader question of whether an unexplained event had occurred.

From that perspective, witness interviews may have seemed unnecessary. If radar checks revealed no significant activity, if no confirmed airspace intrusion was detected, and if there was no evidence of a national-security threat, the case could be administratively closed without committing further resources. The purpose of the review was not necessarily to reconstruct events in detail but to determine whether defence action was required. This approach also reflected practical constraints. The incident occurred on a United States Air Force installation operating in Britain. The MoD possessed Halt’s report but does not appear to have possessed a large body of original witness statements. Even so, the absence of interviews remains noteworthy because witness testimony was the strongest element of the case. Had officials interviewed participants promptly, they could have tested consistency, clarified timelines, and compared accounts before memories evolved. That opportunity was largely lost.

Why That Choice Looked Inadequate Later

The decision not to interview witnesses became more controversial as the Rendlesham story grew.
