What the Record Does and Does Not Show

The record is much weaker on the details of the flight chief himself. Publicly available files do not clearly identify the individual by name, provide a separate written account from that officer, or preserve a detailed description of the decision-making process behind the authorisation. As a result, historians and researchers can say with confidence that a command authorisation occurred, but they cannot reconstruct every discussion surrounding it.
