Introduction

One of the most important moments in the documentary history of Rendlesham came before the UK’s Freedom of Information Act was fully operational. In 2001, amid renewed public attention and pressure from researchers, the Ministry of Defence released the principal Rendlesham file, later catalogued as DEFE 24/1948. This release mattered because it challenged assumptions about the scale of official involvement. Many expected a substantial investigative archive. Instead, the released material suggested that the Ministry of Defence had treated the incident as a relatively minor reporting matter. How Requesters Learned the Shape of the File
The most enduring contribution of FOI was not the disclosure of dramatic new evidence but the gradual reconstruction of the archive itself. Researchers repeatedly asked what records existed, where they were held and whether additional files remained unreleased.
As requests accumulated, several important facts emerged:

- Additional files contained parliamentary correspondence, ministerial briefings and responses to public enquiries rather than operational investigations.

Destroyed Records and the Birth of the “Archive of Absence”
The most consequential information obtained through official channels concerned records that no longer existed.
Government responses explained that many potentially relevant records had been destroyed according to standard retention schedules. In parliamentary answers connected to later information requests, ministers stated that paper records from the period had been retained only for limited periods before destruction, while radar recordings were routinely reused after approximately thirty days. This created what might be called an archive of absence. Researchers could identify categories of records that once existed—radar data, operational paperwork, temporary logs and other routine materials—but could not inspect them because they had been destroyed long before disclosure laws offered meaningful public access.
The resulting tension became central to the Rendlesham debate:

What FOI Really Revealed
The popular expectation surrounding Freedom of Information was that it might uncover a hidden explanation for Rendlesham. What it actually revealed was more complex and arguably more important for understanding the case.
FOI showed that the surviving official archive was comparatively small. It demonstrated that much of the paperwork associated with the incident consisted of later correspondence rather than contemporaneous investigation. It documented the existence of destroyed records and routine retention policies. It exposed the role of redaction and review in shaping public access. And it allowed researchers to distinguish between files that were genuinely available, files that had been lost through administrative processes and files that remained partially obscured by legal exemptions.
