It is a short memorandum written by Lieutenant Colonel Charles Halt on 13 January 1981 and titled Unexplained Lights. Why a Report Is Not a Completed Investigation

The most common misunderstanding surrounding the Halt memo is the assumption that an official report automatically implies an extensive official investigation.

The documentary record points in the opposite direction. Parliamentary statements by the Ministry of Defence later described the Halt memorandum as a report of observations that was assessed for defence significance. Officials stated that the material was reviewed by personnel responsible for air-defence matters and that no further action was taken because nothing of defence significance was identified. That distinction is crucial. A completed investigation would normally be expected to generate additional products such as:

  • Witness interview records.
  • Technical analyses.
  • Laboratory results.
  • Intelligence assessments.

The surviving official record contains little evidence that such a comprehensive package was created.
