Introduction

The Charles Halt memorandum became important not because it solved the Rendlesham Forest incident, but because it created a documented route from witness reports at a US Air Force installation into the British Ministry of Defence (MoD). The memorandum, titled Unexplained Lights and dated 13 January 1981, was written by Lieutenant Colonel Charles I. Halt, deputy base commander at RAF Woodbridge. Once received by the MoD, it entered an official defence file that survives today in the National Archives. That administrative journey gave the Rendlesham case a traceable government record and ensured that later researchers, journalists, parliamentarians and officials could examine the same primary document. Mo D Channel illustration 1 Understanding how the memo reached MoD channels helps explain why the Rendlesham incident occupies a unique place in British UFO history. The significance lies less in what the memo claimed than in the fact that it moved through formal reporting pathways between allied military authorities and British defence officials. Why Halt Wrote to British Defence Authorities

RAF Woodbridge and nearby RAF Bentwaters were operated by the United States Air Force, but they remained bases located on British territory. Any unusual event occurring around the installations potentially had implications for the host nation’s defence authorities. In that context, Halt’s memorandum was not simply an internal note; it was a report intended for British defence channels concerning an incident that had attracted attention among military personnel stationed in the United Kingdom. [Ian Ridpath]ianridpath.comIan Ridpath Appendix – Col Halt's memo to the Mo DThis is the text of the single-page memo written by Lt Col Halt to the UK's Ministry ofIan RidpathAppendix – Col Halt's memo to the MoDThis is the text of the single-page memo written by Lt Col Halt to the UK's Ministry of D…

The memo was prepared roughly two weeks after the December 1980 events. It summarised reports from security personnel, described observations made during Halt’s own visit to the forest, and recorded details such as lights, ground impressions and radiation readings. Rather than serving as a final investigative conclusion, it functioned as an official account from a senior officer to the relevant authorities. A key detail is that the memorandum was produced on official US Air Force stationery and directed to the British Ministry of Defence. The document therefore crossed from witness testimony into a formal intergovernmental record. That transition is what gave the case lasting administrative significance. What the MoD File Shows About Receipt and Handling

The strongest evidence that the memorandum entered official channels is the existence of the MoD file now catalogued as DEFE 24/1948. National Archives records identify the file as correspondence concerning the Rendlesham Forest sightings and include Halt’s memorandum among its contents. In archival descriptions of the UFO files, Halt’s report is treated as the opening document associated with the case. The surviving record shows a relatively straightforward process:

Mo D Channel illustration 2

  1. USAF personnel reported unusual events near RAF Woodbridge.
  2. Halt prepared a formal memorandum summarising those reports and his own observations.
  3. The memorandum was transmitted to the Ministry of Defence.
  4. The MoD placed the document into an official file that later accumulated correspondence and inquiries concerning Rendlesham. Ian Ridpath+2The National Archives

What is striking is not the complexity of the routing but the fact that the document remained preserved within the defence record system. Many UFO claims rely on recollections, interviews or secondary accounts. The Halt memo instead became part of a government file that could later be released and scrutinised through archival and parliamentary processes. The National Archives+2The National Archives

The file’s later history also demonstrates that the memorandum remained the central reference point for official discussions. When questions about Rendlesham resurfaced years later, officials repeatedly referred back to the Halt document as the principal USAF record held by the MoD. Hansard

Why Official Routing Is Not the Same as Confirmation

One of the most persistent misunderstandings surrounding Rendlesham is the assumption that a report reaching the Ministry of Defence automatically means the government endorsed its conclusions. The available record does not support that interpretation.

Parliamentary answers given by the MoD make clear that possession of Halt’s memorandum did not lead to a major defence investigation. In 2001, the government stated that the only USAF material held by the MoD was Halt’s memorandum and that there was no indication that officials pursued further questions with him after receiving it. The same answer noted that the department had no evidence of additional official USAF documentation on the matter. Hansard

This distinction is crucial. The routing of the memo confirms that the incident was reported through proper channels. It confirms receipt, filing and retention. It does not demonstrate that the MoD accepted claims of a landed extraterrestrial craft, nor does it show that officials concluded an unidentified vehicle had entered British airspace. The documentary record supports the existence of an official report; it does not provide official validation of the report’s interpretation. Hansard

Why the Administrative Trail Matters

The durability of the Rendlesham story owes much to the administrative trail created by Halt’s memorandum. Without that document, the incident would largely depend on witness recollections and later retellings. Because a senior USAF officer submitted a written report that entered Ministry of Defence files, researchers can trace a clear chain from the original observations to official government records. Ian Ridpath

That chain is the memo’s most important historical contribution. It transformed a local military incident into a documented case within British defence archives. The result was not official confirmation of a UFO, but something arguably more durable: a verifiable record showing exactly how unusual reports from RAF Woodbridge reached the Ministry of Defence and became part of the public historical record.
